stellarshenson 181e2ac5f4 chore: cleanup templates directory structure 
- Remove unused *.html from services/jupyterhub/templates/
- Keep only certs/ subdirectory in templates/
- Rename templates_enhanced to html_templates_enhanced
- Update Dockerfile COPY paths
